The Department of Communications’ core responsibility is to facilitate the provision of Information & Communications Technology (ICT) and Postal Services that are accessible and affordable.

The Department also administers the licensing and regulation of the radio and television broadcasting industries. With the promulgation of the National Spectrum Decree 2009, the government with Telecommunications Authority of Fiji will ensure the better management of radio frequencies to attract new players and promote competition.

The Department is responsible for the formulation, monitoring and reviewing of telecommunication policies and recommending changes in legislation and/or policies in the area of fiscal incentives, investment promotion, rural development and other areas affected by telecommunications reform.

The department is also responsible for promoting Fiji as a regional telecommunications hub and ensuring that Fiji is represented in regional and international telecommunications organizations, agreement and obligations.

The following legislations are administered by the Department :

  • Post and Telecommunications Decree 1989 (the P & T decree 1989) on matters concerning Postal services
  • Television Decree 1992 for Television matters
  • Telecommunications Promulgation 2008 for Telecommunications
  • National Spectrum Decree 2009


The Department of Communication’s major objective is to provide efficient, competitive, cost-effective and accessible telecommunication and postal services to all Fijians. These objectives are fulfilled in turn by the Department through developing and implementing policies, legislations and regulations pertaining to telecommunications and postal communications to maintain Fiji’s position as the regional Hub of ICT and Communications.

The Department also works closely with the regulators office – Telecommunications Authority of Fiji in ensuring that the proper monitoring and regulatory oversight of the sector is maintained.

Areas overseen by the Department includes:

  • Spectrum management and licensing
  • Establishment and implementation of ICT and spectrum policies
  • Management of the Government Community Telecentres Project
  • Oversight of the broadcasting industry, including the migration to Digital Television
  • Overview of the postal sector
